INTRODUCTION: The Voice to the People (V2P) project was conceptualized to deal with the challenges of lack of transparency and accountability in governance, poor public finance management (PFM), lack of participation by citizens, poor local governance and the resultant poor service delivery. The project started in October, 2013 and is expected to end in December, 2015. The overall goal of the project is improved, social economic and political wellbeing, and better quality services in Anambra state by 2015 with specific outcomes of communities effectively holding duty bearers to account, leading to improved responsiveness and service delivery, supported by evidence based learning and advocacy. The project, implemented across 12LGAs by seven partners intended reaching 48,000 people directly in the state within the period.
After the first year of operation, it was clear that the V2P project has recorded some successes and has the potential for scale up. The project therefore set up a team to plan and take action to increase the scalability of the project by clarifying the methodology and successes recorded by the project as well as increasing the capacity of partner organizations to implement scale up. The team will also assess the environment for scaling up and determine the need for new partners, leadership, skills, experience and resources for scaling up as well as making the strategic choices to support the scaling up process.
THE VOICE TO THE PEOPLE (V2P) MODEL
The goal of the V2P project is to improve social, economic and political well-being and better quality services across Anambra State, Nigeria by 2015. The general objective is to enable communities to hold duty bearers to account, leading to improved responsiveness and service delivery, supported by evidence based learning and advocacy.
The specific objectives are:
To improve skills, organization and confidence gained by marginalized groups, communities and civil society to enable them to demand their rights.
To increase participation and representation by women and adolescent girls in informal and formal decision making structures in Anambra State.
To improve institutionalized dialogue and interaction taking place between marginalized groups, community groups, civil society and local and state level authorities.
To effectively share lessons learnt and enable civil society partners to achieve increased linkages and leverages between Voice and Accountability programming across Anambra State.
In order to implement the V2P project, a model was developed with clear strategies for capacity building, advocacy, campaign, communication, involvement of women and girls, youth and disability inclusion, innovation, interfaith and Conflict and co-ordination, synergy and partnership.
